Abstract

The relationship between religious freedom and secularism is a defining and often contentious feature of modern constitutional democracies. This paper examines the complex challenges inherent in achieving constitutional balancing between the individual's fundamental right to conscience and practice, and the state's mandate for neutrality, non-discrimination, and social reform.
