Participatory Budgeting as a Tool for Democratic Governance

Abstract
Participatory Budgeting (PB) represents an innovative approach to democratic governance that
enables citizens to have a direct voice in determining how public funds are allocated and spent.
Originating in Porto Alegre, Brazil, during the late 1980s, PB emerged as a response to growing
demands for greater transparency, accountability, and inclusiveness in governance. Since then, it
has evolved into a global democratic practice,
