Deregulation of the power grid means that all entities of the power grid must have open access to the transmission network. There is a trend to use cheaper generators for all loads. This leads to a violation of the operational and physical restrictions on the transmission corridors that are connected to these generators. Due to the operational and physical restrictions on the transmission lines, it is impossible to use constantly cheaper generators. For the system operator (SO), it is a demanding task to reduce the congestion of the transmission network. There are various methods for congestion management to relieve the congestion of the transmission network. Here, a congestion management system for load reduction together with a social welfare function is used with the involvement of financial instruments. Instruments for securing financial risks such as financial transfer rights (FR) and differential contracts (CFD) are used together with the social welfare function to create a consumer profit function and a generator profit function. Standard test systems are used to obtain results.
